Now, as India begins to reopen, a public health calamity is unfolding. But no assistance was extended to the hundreds of millions of people who could not: Their predicament did not even occur to the prime minister. For those who could afford it, it was a price worth paying. It was the only way, Modi explained, to avert an apocalypse.
